The Manitoba Institute for Patient Safety (MIPS) is incorporated under The Corporations Act. The institute is an independent non-profit organization that receives core funding from a provincial government grant to cover operational costs.

The Institute is under the direction of a Board of 12 Directors; five are appointed by the Minister of Health including the Chair of the Board. Seven are elected by the membership. MIPS welcomes new members.

Membership Categories

There are two categories of members in the Manitoba Institute for Patient Safety.

Class A
The Minister of Health is the sole member within Class A.

Class B
Members may be admitted by the Board to the Corporation within Class B based on the following criteria:

(i) Members must be not-for-profit organizations;
(ii) Members must, in the view of the Board:

  • have a primary focus on health care delivery and/or health care quality and/or demonstrated leadership regarding health care issues; and
  • have experience and/or a demonstrated interest in advancing patient safety; and,
  • be provincial in influence and/or profile and/or have significant influence in the area of patient safety; and/or,
  • represent the diversity of the health care system in Manitoba. In assessing diversity, the Board will consider a balance in representation in the membership of culture, geography, structures (e.g. number of Regional Health Authority members), and disciplines and from citizen/community organizations

(iii) a minimum of one-third of the members must have direct involvement in or be accountable for patient safety issues.

Each member within Class B will be entitled to one vote on matters which members are entitled to vote upon as set out in Act, the Institute’s Articles of Incorporation and the Corporation by-laws.

Membership Applications

Interested organizations who feel that they meet the criteria outlined above are welcome to apply for membership to the Institute. The Institute may also invite organizations to be members in order to ensure a diversity of member organizations as outlined in criterion (ii) above.

Potential member organizations will be asked to provide documentation that describes, the organization’s mandate, membership, and the focus of their work. A committee of the Board will review the application and supporting documentation, determine and/or confirm eligibility of the organization for membership to the Institute, and recommend member organizations to the Board. Organizations will be informed of the decision of the Board.
